CONCLUSIONS

The first International Indonesia Coating Conference and Exhibition, IndoCoating 2007 having theme of " Synergizing Solutions to Industrial Challenges through Protective and Decorative Coatings “ held in Jakarta Convention Center, 28-30 August was opened by Dr Budhi Dharmadi-Director General of Transportation Equipments, Telematics Industries on behalf of Ministry of Industry of Republic of Indonesia

Keynote speeches delivered by Dr Luluk Sumiarso - Director General of & Gas, Dr Louis Vincent – President NACE International, Mr William Shoup - Executive Director of SSPC The Society of Protective Coatings - USA, Drs M. Moedjiman-National Body of Professional Certification and Dr YM Gunaltun – Corrosion/ Coating Expert of TOTAL France.

Panellists consists of Mr Iin Arifin Takhjan Deputy Managing Director Pertamina, Dr Gde Pradnyana of Executive Body of Upstream Oil & Gas Business (BPMIGAS), Mr. Atte Sugandi of Parliament Representatives, academician Prof Dr Hendrawan Supratikno and industry captains (Mr Ahmad nazli Khalid and Mr Mara Amikal). There has been 4 technical sessions with 12 speakers.

This conference, then workshops and certification are attended by 150 professionals, managers, engineers, superintendents, supervisor from regulators/ government, research institutes, universities, consultants, technology providers and various companies like state-owned companies on gas (PGN) and oil (Pertamina) as well as other oil & gas operators, transportations, petrochemical, fertilizers, potable water, coating producers, suppliers and many other sectors in our industries.

Fourteen local and world-class companies have been displaying their products and services during 3 days exhibition.

Based on the presentations and discussions during IndoCoating 2007 Conference, the Conclusions are as follows:

•  Coating is such a vital part of any corrosion prevention program, yet it is too often considered a necessary evil that delays completion of projects as mentioned by Dr Lou Vincent of President of NACE (National Association of Corrosion Engineers). It is therefore one of main missions of The Society of Protective Coatings Indonesia Local Chapter that was established in the occasion of IndoCoating 2007 works hand-in-hand with Association of Indonesian Coating to promote, socialize and have firm/ concrete efforts on coating quality.

•  In term of expenditure, coating application for structures and pipelines could be 5 % out of project cost as such good planning on the part of the facility owner in order to achieve a quality painting job at a reasonable cost must be put in place.

•  The importance of such good planning around the four cornerstones of effective painting covers (a) Use of Quality Materials manufactured by reputable suppliers who stand by their products; (b) Good specifications that state clearly and precisely, using industry standards, the requirements of the job; (c) Hiring of Qualified Painting Contractors who have established Quality Management Programs and who use trained craft workers: (d) Good Quality Assurance practices that include independent inspection by certified inspectors. .

•  In order to operationalize the plan on national oil and gas, as mentioned by Dr. Luluk Sumiarso, the director general of oil and gas of energy and mineral resources, there should be the need to increase oil and gas production, empowering its capacity and to accomplish the relevant regulation. There had been so many accidents in the past were caused by corrosion. This lost of-course not just in terms of financial, but also with regards to safety, health, and environment issues. Thus, according to Mr. Atte Sugandi, from the parliament house of representative, it is important to formulate the law of corrosion and to impose it appropriately to all industries.

•  Prof. Dr. Hendrawan brought up to the forum that the only irreplaceable capital an organization possess is the knowledge and ability of its people. He also mentioned that the qualities of a professional like expertise, integrity, ethic, autonomy, commitment to continuous learning, and the spirit of stewardship. Moreover, according to Dr. Louis Vincent, QUALITY is a form of commitment and to be professional, one must possess commitment.

•  Successful coating projects don't just happen. They depend upon the cooperative team planning and execution of all parties involved, this is revealed by Mr. William Shoup of SSPC as in Point-3 above

•  Manpower qualification is one of significant parameters that influence very much in coating application and services. Man power qualification should be based on the competencies of their knowledge, skill and attitude in coating and coating application which is expressed by the certificate of competencies issued by authorized national or international body in coating and refer to a standard of man power competencies. Mr. Moedjiman of BNSP (Indonesian Board of Professional Competency), presented all the important regulation related to professional certification. This regulation was issued by the government in order to upgrade the employment skills and standards.

  •  Mr Yves M. Gunaltun stresses that many problems found related to coating during application and operation especially in Indonesia caused by lack of knowledge & skill of man powers and lack of quality awareness, there is no suitable standard which is used as well. He stresses that :

•  For painting works, lack of training and insufficient quality control are the main problems.

•  Product suppliers should be more involved at the early stage of application

•  Paint applicators should consider the quality issue more seriously.

•  Inspectors have important role to play and they should realise the importance of their role.

•  Certification is essential to work in the current environment

•  More attention should be paid to the on–the–job training.

•  A technical industrial challenges in oil and gas sector were also shared by Dr Gde Pradnyana of Executive Body of Upstream oil & gas Business.

•  I t is important to conduct a thorough coating conditional survey, so that coating maintenance can be done in the most economical way without leaving the quality concern itself.

•  New technologies application to cathodic protection and coating analysis is remote monitoring system that considered as an innovative operational solution to minimize pipeline corrosion risk. The information system is available on line and decision can be made remotely.

•  It is also presented the most important issues on International Maritime Organization concerning the requirements for protective coatings. One of the most important issues in this respect is that all dedicated seawater ballast tanks shall have an efficient corrosion prevention system, such as hard protective coatings or equivalent. The scheme for the selection, application and maintenance of the system shall be approved by the Administration, based on the guidelines adopted by IMO.

•  In line with ship coating, in this introduced the non-biocidal low surface energy coatings for anti-fouling technology.

•  P aint systems suitable for application over wet surface and underwater application were introduced and formulated and their performances have been evaluated.

•  Aluminium Silicate is one of abrasive materials that can be used in surface treatment process of coating application due to following properties, eg : Consistent high quality, Very low on Chlorides and Conductivity, Optimum Surface cleanliness and profile , Harmless to health, safety & environment , Strong packing, various options and Excellent logistics / Security of Supply

•  Existing challenges in fleet industries and shipyards which should be solve immediately are : Educating the right person in the customer organization, Customer will be more sophisticated, Stiffer Competition, Improving the capability of local shipyards in the application process, Consider shipyards and customer as partners in long term growth, Maintain Long Term Relationship and Regulators to enforce safety standards

•  Proper product selection as well as proper application are key to the long term success of the system, eg : Internal plastic coatings have been utilized for corrosion control successfully for over 60 years and the realization of hydraulic improvement and flow assurance benefits have further expanded the usefulness of internal plastic coatings
